A wage is an amount of money that an employer pays to an employee for their time and the performance of job duties during that time. Minimum wage is just a state-mandated floor on the amount that an employee may charge their employer for an hour of their time.
No employer = no wage. Indies are digital buskers. Street performers performing with the hope of donations. This is not the same thing as being an employee obviously. An employee's value is their labor and they are selling that labor to the employer, not the customer. Mocca is not selling her labor, she is giving it away with the hope that passersby find enough value in it to pay her for it.
This is obvious, but it probably shouldn't be left unsaid. Vtubers that are employed ARE entitled to minimum wage protections under existing legislation in the US, Canada, and Japan. I haven't looked anywhere else, but it's going to be the same everywhere because there is nothing unique about vtubing that would exclude it from the protections offered to every other employee in the workforce. The hitch here is that Mocca is not in the workforce. Mocca is a beggar.
