I suspect they were taught English by native speakers when they were very young children. Their accent is close to a normal American accent.

Ollie's accent is still a little bit prominent but it's not overpowering, she probably studied in a good school that values the English subject a lot (and is probably on the internet since she was a kid, which is a big influence). Reine definitely has been speaking English since she was a child, most likely attended a very high-class school, maybe stayed in the states for a bit too
