This is because an anime airing at the time on Japanese TV literally had nipples showing and you couldn't post it, which felt bizarre. It got so bad, that the rule became: OFFICIAL art with nipples and nipples appearing in anime are fine as like as the image is spoilered. Hentai and fanart are not allowed to show nipples. And this is only on /a/.
