To put it into perspective, Gura only had three 4view (less than 10k) streams in her five years at Holo, and all of those were due to technical difficulties.

There is a cull which is affecting mostly V-Tubers with NA audiences, let's say...a ~30% reduction in CCV

It's literally due to the retarded age verification thing. There are a lot of botters who have a much harder time doing so because of that. A lot of kids get filtered as well, but it doesn't stop them. It just makes life inconvenient for everyone.
