There is no voice changer that can do the job.
If you are doing this pre-recorded you work on the waveform in post and maybe get it to clean up enough to fool most people who have never done audio work. Though you'll never fool anyone who has.
If you are trying to do it live, there's nothing but serious vocal training and maybe a (very) slight pitch shift in software.
