2) her content choice killed any chance to rebrand
Her whole character was designed to follow that very common anime trop of the androgynous boyish "girl prince" that swoons every girl that ever lays eyes on her.

But it's not just that Ao can't pull that off (and she can't) but that it takes an absurd amount of time to develop that reputation and they tried to have her do it FROM DEBUT.
I'll have to check which stream exactly it was but I remember the Holo girls (Suisei? Marine?) in one of those early "all hands on deck to try to save ReGloss which is sinking fast" pretending to be swooned by her but it was even insulting to the audience given how insincere it was.
Ao can't pull that archetype, she's not charming AND she's not confident enough.
To add more problems to something already unmanageable, Ao genuinely thought her role included "bringing women to the audience" and set herself to find them where they were supposed to be

Not only there is large enough audience there but that poisoned her with the Hololive watching audience, cutting even her retreat route
