It happens to have different builds and it's a matter of genes. If you just want to focus on the "average looking person" then it's your problem, it's not the point i'm making. I'm not saying "that body is normal", i'm saying it can happen to store fat on arms and still being "target shape" and that's why considering one "fat" is not something you can scale on.
Because you have to consider where the fat is stored, and it's not something that always happen on tummy.
Another example is this girl, which had fat arms, and in general her body is wobbly, despite her being pretty much in shape.
