Why doesn’t Cover to hire a choreographer for its 3D lives? Is it too much to ask that the girls do something besides step from side to side for an hour?

Because the number of holos who could sing and dance a complicated choreography at the same time can be counted on one hand. Most of them will never have the stamina required to do it even if you drill them.

Keep in mind you need stamina for sustained, fancy dancing. I know at the least IRyS is fucking winded after 30 seconds of light exercise and the rest of them say shit like "I hate exercise reminds me of gym class" because they're stunted perma autists.
