Why are basically none of the Japanese Holos except Coco (or any other Japanese V-tubers) able to speak even conversational English? I've been wondering this for a while but all the Indonesians can speak at least two languages, HoloEN has two trilingual members out of five, but HoloJP has one English speaker out of more than 30 people despite English education being required in primary and secondary school in Japan. Almost every country in Europe also teaches English in school but they are generally much better at being able to hold a conversation or communicate than the Japanese.

Is the English education system in Japan just absolutely fucked?
Is is Japanese just the worst base language in the world to learn other languages?
Or do Japanese just think it's necessary to learn since they don't ever have to use it like Europeans do?
