That's how responsibility works, if a director or executive can't do something themselves, often they can't due to time limitations, they need to delegate. They are then responsible for the performance of their delegate.
When the talents are the lifeblood of the company, it's inexcusable to have zero communication with them and blame it on language, especially when two members are almost fluent in Japanese and a third can speak Japanese very well.
