Superchats are a tiny fraction of income. Cover would rather they spend $30 on merch than $30 on superchats. Vtubers corps aren't completely jewed yet so they can afford to not force EVERY possibly method of monetization yet ALL the time.
But hard to say if there are more people who'd superchat than buy a figure or prints.

I rather spend 30 usd on SC than on merch. I don't need no stupid overpriced plastic stand. Since i can't just order it from Amazon or buy from a store in my Town the amount of money i spend will never be the same amount Hololive gets. Instead of Youtube the money goes to the goverment and the delivery service.

The only exception would be digital goods but Hololive wasn't known to be fast with producing voicepacks

I don't know how their revenue share works but surely Cover gets a cut from those partnerships no?
So a more direct deal where jewtube doesn't eat 30% of the revenue is a good thing from a business standpoint

FYI, YT takes a third and Cover takes half of what's left. So YT gets a 3rd and Cover gets a 3rd and the talent gets a 3rd. Merch and voice packs are generally better splits

I also think some of the talents regular wage/sponsors are more than enough for them too, so supas aren't necessary
