A mix of then pushing stars because they saw Niji boys doing well and not having more gens in quick succession was what really made the EN fanbase take a hit. JP was afforded 35 talents in 3 years, while EN only 11. Casual fans like big events, and hardcore fans like when their talent of choice is deep in them to create something. EN had no real ground to stand on, because not only did everyone live in different timezones, but also if a chunk of the branch didn't have time or want to participate, the project would be dead in the water. On the JP side, if 2/3rds of the talents didn't want to or couldn't commit a lot of time to building it up, like the summer festivals, you still had 5-10 people deep into it really working to make things cool. On the EN side, that would be 2-4 talents, which makes for a much less impactful collaborative effort that people can celebrate.
