Yeah, to the Japanese mind, that is not gambling. They are raised with that mindset. They don't view pachinko as gambling for this reason, since you don't directly win money from the machines. It seems bizarre to us Americans because we're raised on the "chip" system in casinos which is basically the same concept of taking money and turning it into tokens, but we obviously see it as gambling.
