PD Secure, confirming payments in app etc. because the payment processors and banks themselves also don't want the burden these cases create. Ofc cards have their own evils, but PayPal is the gold standard of quasi-legal fraud, and they have no reason to change because they just charge vendors for the privilege of getting scammed out of their merchandise while having to pay for it.
