Good Smile comes to you to license the character, this is what happens with hololive. The second one is that you contract Goodsmile and pay all the upfront costs for manufacturing a run of the nendo/figure, this is what Niji did for their EN branch and what indies/vshojo did. Don't talk like an authority when yoiu know jackshit about how figure production works. You could make an argument that Cover should do teh second option for the Mumei and Fauna nendos, but that might not even be an option depending on their licensing contract with goodsmile.
