Smaller indies wouldn't be worth negotiating an attractive package to keep their model, may as well start over with a model that Cover owns.
Larger indies would be ideal but they'd have to put up with more restrictive perms and bureaucracy, but maybe access to a wider range of resources.
From the indies POV, depends what is being offered vs what they have now.
From Covers point of view, probably not ideal, less control and depending on the deal they don't own that creative property.
