Are there tools (GUI, command-line etc) that "listen" to channels and automatically start/stop recording as soon as talent goes on/off-line?

Yes, but that's massively unreliable. I've never seen anyone run any of them any way other than manually. Automatic archiving is a last ditch fallback.
Ask in the Phase Connect thread for their toolkits; Some of their talents are extremely prone to courting Yabs so every stream is recorded by at least one person.

I tested it on Ina's stream and it was a muted 200MB+ piece, seems like it failed because I don't have FFMPEG in PATH

Yeah that would cause it. You should have had 2 .ts files, one would be audio and the other video.
