It's only recently that their streaming business skyrocketed and before that I doubt they would have been able to have that many employees. Having the girls as contractors allows them more flexibility though I don't know much about the difference in Japanese law.
But if they want Mori to stay, they can just hire her as a full-time employee and do the paperwork. It doesn't take long, it's a 3-month waiting period at most iirc. And they should, the opportunity of 3D in-studio and offline collabs make it worth it.
My guess is Mori got her work visa via her teaching job. She wouldn't have quit that if she didn't have a safe-plan to stay in Japan.
