Frankly I put the blame primarily on the EOPs pressuring Haachama to have her "Haachama" persona be her default instead of something that should only be used on special occasions like Fubuki's Kurokami or Ollie's Olivia. There's just not really a feasible way someone would be able to keep up with the expectations to be crazy and weird all the time.
