The CEO directs company policy on a macro level, things like hiring, accounting, and logistics are delegated on the micro level
And the lower you go, the harder it is for information to make it to the top, because it has to go through office grunt, to middle management, to upper management, to board
And there's a multitude of levels of authority within those levels, and there has to be because the larger scale your company is, the more things you have to delegate and spread things out because it's an unfeasible amount of work
It's not like playing EUIV or Vicky II or some shit where you micromanage twenty windows of ledgers and pop-ups
