A-Chan and Nodoka aren't meant to be streamers, they were production staff that were given a face because sometimes talents need a "host" personality for events and special streams that can't always be filled by another talent. The alternative would be just a disembodied voice (which a-chan was until she got a model). I think polka has her own person for that role herself, who speaks but doesn't have a model because she pretty much only works with polka.
A-chan did a little more because she was involved with the company from the beginning and took on a slight PR role over time, and Nodoka was meant to directly replace A-chan so did the same thing more or less.
These staff aren't here to be streamers, earning money with hijinx and baiting for supas and merch, they are paid to be a PR personality. They shouldn't expect to be paid and treated with the same support as a talent. If they want to be an idol talent then they should've applied like the 100,000 people hail marying their way into new gens.
