His schedule fluctuates a bit due to his real life and responsibilities for music, but on "on weeks" he averages an easy 7+ streams/week, just like Kuzuha or Kanae. His game streams are an even split between amazing plays and ape noises (the streamer ideal), and with a minimal push and somewhere willing to harness some of his madness he would blow up.
Rikka/Roberu are overrated, and you may be underestimating Izuru.
The ultimate holdback for Stars is the fact they aren't self-sufficient yet, so they can't go full tilt on streams. All of them are "part time" and simply produce dramatically less content than the Niji(male)s on "off weeks" or over the average. Niji had a period like this too, but no one wants to acknowledge it, because they're too new/ignorant to remember, and because it ruins the rrats.
