On twitch you do count as a viewer if you do the above, and you can count as a viewer if multiple streams at once.
They are incomparable because one reduces CCV as much as possible (to tell advertisers that their users are real), and the ither inflates the number (to tell advertisers that they have a lot of people who will watch the ads).
