For vtubers, as far as I know the only chuuba who streams on twitch to similar numbers despite not being a regular is Dokibird, because her content is exactly the kind of content that's popular there, and she's networked hard enough in twitch circles that when her name pops up, people get curious and hop in.
Seriously, the amount of greys popping in out of nowhere during a marvel rivals grind going, "I don't know who she is but I like her laugh" or "How can she have this much fun playing Marvel Rivals/Apex?" is pretty crazy. Not to mention the "Oh, I came from Brawlpro/Sentinels/Sajam" comments.
Her content is so twitch coded by default that she naturally gathers an equally large but entirely separate fanbase from the youtube side.
