They had this vague message for the ones flagged as VPN. Many large VPNs have well-known IP addresses, so if they see traffic coming from somewhere in those blocks they know it's a VPN. A small or private VPN could in theory just look like normal traffic though.

In every instance of some larper political account claiming to be from America the feature was clearly showing a shield icon which indicated use of a vpn either when creating or currently using the account and use of a vpn currently did not change the location displayed for account creation. Doobys account used a vpn to JP for example.
Saba was created and active in sweden with no vpn symbol on either.
