Because Gen 0 became a thing retroactively to cover the solo debuts. iirc a few of them like Miko or Suisei joined the branch after gen 1 debuted.
No particular reason they ended up getting closer, though. Gens 1 and 2 have a lot of members who focused mostly on solo content and had issues doing collabs in general, and focused more on developing themselves individually rather than trying to work as a group.

Miko and Roboco are kinda like Sora in the since that they've been around for ages so they get along with everyone
"Gen 0" itself is a thing that happened long after Gamers and Gen 3 really solidified how gens are suppose to function so they used that as basis (where as gens 1 and 2 had no blueprint for how they should act)

If being a super close gen requires every single member be involved then no JP gen qualifies and Gen 0's odd one out is Roboco. Like that one sponsored collab where it was the other four and Subaru. But the other four all have longstanding personal connections to each other that are much deeper than a gen bond. Roboco probably does fit in there as well on some level but in more of a behind-the-scenes or nostalgia way where she's been there since the beginning.

A gen that lost members is harder to count because then the solution to group cohesion is actually just to lose members. But they are the closest because of how quickly they lost her. Gen 0 was a push to get Sora, Roboco, and Azki more involved and to revive their flagging popularity as the rest pulled ahead of them. Gens 1 and 2 didn't need that push, by the time gens were being treated as units they already had their own sub-groups and cliques and (for the most part) were quite popular.
