Let's say Marine wants to do X, Pekora wants to do Y, Miko wants to do Z and Suisei wants to do L.

I would bet that Miko would end up siding with Suisei. Pekora isn't strong willed enough and would give up. Marine isn't strong enough in the company to go against Suisei.
