From Cover's side it's often just been mismanagement, people(aka management) being late in applying for perms etc.

Though knowing what I know about JP business culture it might well be something as stupid as "some company Cover wants to stay friends with has some dumb beef with Ad Hoc". While this wasn't such an issue in the past (they were just fine streaming Palworld without worry over upsetting Nintendo) they've definitely gotten worse over the past few years.
