But if they decide to TPK the branch, whether by going the TVA route (fire all hands for "widespread misconduct" or some other such bullshit, but keep the branch nominally extant long enough for the shareholders to forget about them before debuting a new wave) or the Yumenograffiti route (fire all hands and permanently close the branch outright), then Petra and Meloco will be cast aside alongside all the others. The company is much less likely to draw aggro from People Who Matter™ by saying "everyone is fired for widespread misconduct," than by saying "everyone is fired for widespread misconduct except Petra and Meloco."
If they want to keep Petra and Meloco and a select handful of others, but NOT keep everyone, they will have to merge the branch. Again, aggro from People Who Matter™ would be a factor, and "half the EN livers are immediately graduated due to branch merger/closure" would sound better than "half the EN livers are immediately terminated due to widespread misconduct" to the People Who Matter™.
Also keep in mind how little the EN livers earn. In terms of stream revenue, Scarle and Aia are the top two earners in the branch, but they aren't even in the top 100 in the company.
Also also keep in mind that the livers are not the only employees in the EN branch. Even if all 28 livers get merged into the main branch, how many non-vtuber employees do you think will be allowed to stay? Apart from managing Scarle in particular, what exactly does Maneguni do which cannot be done cheaper by a random intern who's already managing 3 or 4 random JP livers and knows that they can use DeepL to translate between EN and JP? What about the other EN livers' managers? What about the EN staff members?
What do the shareholders care that most or all EN managers and staff would get laid off at a branch merger?
