It will absolutely drop to incredibly low levels, but it'll go back up to some extent as people refresh (or leave).
Here's an example of Doki's stream that arguably had the worst connection of any she's ever done that she attempted on hotel wifi in China.
You can see the very extreme valleys and immediate spikes back up. It crashed a LOT more than you'd think from the chart, but the longer crashes show up very clearly. (the long ones between 9:30 and 9:45ish, one again around 10:05, and then the final crash at the end where she said fuck it, but even THAT looks very different from Kaelix)
By comparison, Kaelix just... yeah.
