The process by which she got the title is simple - Pomu was disqualified due to needing to take a medical hiatus less than 3 months after debut, and Elira had a better debut buff than Finana did. And as long as both Elira and at least one liver from any other wave are in the EN branch, she will be the de jure daisempai.
But Pomu was the de facto daisempai for nearly the entire time she was there (again, can't be a daisempai without any kouhai), despite management's best efforts to make Elira the face of the branch. And after the black screen, Finana was the only liver remaining from the first wave who neither retired, nor had her career intentionally hamstrung by an overly vindictive manager who wanted to goad a known suicide survivor into making another attempt. This is why Finana became the de facto daisempai, despite management STILL trying to make Elira the face of the branch. And if Finana retires before Petra does, then Petra becomes the default de facto daisempai.
The fact that neither Finana, nor Petra, nor any of the other livers, could be even half the daisempai Pomu was, is irrelevant.
