Whether it be them being undertrained or lacking accurate information, or just simply not enough for everyone to go around.
The issue with personal managers in holo is that they are hard to recruit/train and the one who does have years of experience ends up quitting because being a personal manager isn't actually a nice comfy job and probably doesn't pay as well. Marine, Miko, and a lot of other holos have talked about their managers quitting at some point.
Mass hiring them isn't a valid solution either, since they will have direct access to the talents and all their information.
Kanata's personal preference for managers (must be female) doesn't help the situation either and she ends up with someone who also managed 2 other unicorn friendly holos.
Also not to mention talent managers are very susceptible to poaching from other agencies, as very capable experienced ones are consistently rare for everyone in the industry.
