If you don't have that backing you have to be popular enough that Cover thinks you can sustain enough momentum as to sell a lot of tickets and merch otherwise sponsors won't foot most of the bill. Cover's contributory stipend for musical endeavours isn't enough to pay for all that shit. Even a talent pitching in all their earnings (like Towa and Watame have done) alongside the Cover's amount isn't enough. If you don't have a record label, then sponsors have to look at you and see $ otherwise it'd just be an embarrassing exercise for all involved.
