CC is graduating after FES. It will be announced 3 weeks after FES. The reason will be health issues that hinder her ability to perform and do her job properly. She cares more about the friends she's made in Hololive than she does the job itself. She just wants to hang out with her friends and not her fans. She gives zero fucks about streaming these days. Yesterday during her guerilla DS3 stream, she said she's super bored with nothing to do. She has no real homework because she's already tracked to graduate. Thus she has no real work left. She can stream if she wants to, but again, she's graduating.
