A curse is when you contract a devil and send it to your foe so he catches some illness or gets haunted by said devil. Your voodoo or witchcraft or juju from your funny movies are curses. It's deliberate.
Evil eye (lib translated from 念) isn't necessarily deliberate. Roberu's case is said that his colleague has a "different horse in the race" i.e. they don't like Roberu's activities so either through anger or jealousy they manifest a 念 that attacks Roberu. No devil or shit needed they just manifest that stuff. It legit works like HxH's conjurer nen but you can't control it. As such, it's not necessarily a male or female thing.
