Much has been said about their models being downgrades, though I'll leave that up to personal taste.
At least in Roa's case, it's a categorically different kind of model, so comparing her to Shion is misguided.
I think commentary-wise, they are both "as good as before"
You can make the argument in Ruka's case that her collab partner (Hinata) brought out a new appeal for her channel.

I am going to say that she has suffered the most from leaving Hololive.
Not necessarily because of her lower numbers, but because I could only watch her in collab.
Her solo content was kind of boring, but even moreso now that she is playing the absolute worst games imaginable.

I'd put her a tier or two above.
People always say that her main strength is collabs, but I actually really like her commentary style. I think she is very underrated in that regard.
Maybe it's an acquired taste?
I also prefer her model over Coco.

For some reason, I feel like her commentary skills suffered after becoming indie.
I can't put my finger on it, but some of the charisma that Gura had is gone.
As for her model, I liked the debut version, but the one that she has now, while the changes are subtle on the surface, doesn't look as good.
Some of the expressions she is making makes her face look very long, for example. I am bad at describing things, but I think someone out there will understand me.

Her main strength is gaming commentary and she uses her indie status to explore games that would have been very difficult or impossible to gain perms for.
Model-wise, while I like Chibi Nimi the most, I actually do prefer Adult Nimi over Ceres Fauna.
