Cover giving the shark design to an indie vtuber that reminded them of a character that did a shark joke doesn't mean Gura had any input on her Hololive design. Gura and Kiara both made it clear they didn't have any creative input on their design and that didn't change until the debut of Advent. There are way too many signs that multiple Hololive talents hated their designs and that getting a redesign is almost impossible after the 3D showcase.

Myth and Council could ask Cover for small design changes but some of them had every request denied. Kiara went into depth on the subject of creative input and said that Advent was the first EN gen that any significant input on their design. That getting a redesign is extremely difficult and that a major negative is they do lose their entire outfit wardrobe.
