1) kyoto is a much smaller city than tokyo and still gets an enormous amount of tourism traffic, and is not built for it
2) kyoto has terrible local politicians; the city was teetering on bankruptcy and got bailed out by the explosion of the local tourist economy
3) kyotoites are arrogant assholes and will complain about anyone, anything and everything
