Cover kept up the health break act with Ao for a surprising number of months there is a chance they will delay the graduation announcement for Haato until April. That delays it until after Holofes which is what they did with Gura and Mumei.

I think Cover refused because Dev_is was made for Company-curated idol work, Ao setting precedence by transferring branches would mean that Dev_is could fall apart because the main branch has lower workloads.

Neither Haachama or Korone have a problem with doing idol stuff, they're missing for other reasons. Kanata meanwhile really wanted to do idol stuff, but was sabotaged by shitty management and her own health issues

This doesn't mean they were ever meant to be anything they turned out to be. It just means Cover had not announced dev_is before having the whole group together. There was no change of direction.
