Laws don't spawn from thin air. They exist for a reason. Have you considered what the reason might be for not being allowed to pursue paternity testing outside of a formal paternity dispute? Have you considered the second order effects of not being allowed to pursue paternity testing outside of a formal paternity dispute?
The most likely answer to both of these questions is that, for some reason, the French government finds it detrimental to French society for men to know whether or not they are biologically related to the children they are raising. Enacting those laws makes it expensive, time-consuming, and public to obtain information that should not be the state's business anyway.
