The problem here is that we don't have any proof of Shylily and Mini's heights, but they are reported to be:
Lily: 4'11
Mini: 5'4
In the colab where Filian German suplex Mini, we can see her reach up really high to fix Mini's headset.
In the Vtuber awards (ignoring Lily's comments about Filian being shorter then her irl), we have a scene where they hug. Basing on where their arms clip through the models and their positions, it does look like Filian is shorter than Lily.

Filian being on drugs for real in that stream has been called into question before. We have no proof she ever was. She seems awfully lucid in that stream for somebody that is supposed to be drugged.
