It's not an EN exclusive problem. Both JP and EN had three last year. If you count Nodoka than JP had 4. EN just stands out more because they have much less girls than JP.
If you count just gens 1-4 for both EN and JP than EN has one more girl than JP, putting EN at 15 girls and JP at 14. Gen 0, 5, 6 and Gamers adds an additional 16 girls to JP.

Hololive JP is fine but Hololive EN definitely needs new girls, if they get even one more graduation they'll go under 15 active members, it's actually grim.

Basically it doesn't matter how many people they bring on if all of them are constantly doing either paperwork, are flying to japan away from their setup, or in japan at the office not streaming.

The real solution is to hire people to do this paperwork (we could even call them managers) instead of forcing it on the talents, but that'll never happen.
