Do they need more viewers though? Niji can survive with 200 CCV. And their audience prefers the small audience atmosphere, so having a smaller audience works best for both Niji streamers and their audience.

I like that NijiEN exists because in theory they should put fire beneath HoloEN to get better. In practice HoloEN doesn't give a flying fuck about that and NijiEN gets their audience from other places so it isn't a zero sum game. I don't watch NijiEN and never plan to but them doing better would pay dividends somewhere in the scene.

In what sense does the ratio matter?
If someone has 100 subs and consistently pulls all 100 of those subs as viewers each stream, they're still failing by Vtuber standards.
I'm guessing Gura's manager cares a lot more that she's regularly pulling 20k-25k streams, and doesn't care so much whether or not her subs are "wasted" or not.

You do realize that having more subs means more chances of getting consistently high viewership right? Even if the subs are not commited to every stream they might watch once per week and the days they are absent, another sub fills for that date. It is a pretty easy way to get consistently high viewership even if the subs tune in irregularly.
