In Miki's case I think it can be explained with Mint being a leech and thus she doesn't care about reaching out to someone smaller than her. She'd probably say yes when asked but Miki is too shy to ask. The same thing happened with Mogu despite Mogu claiming to oshi Pomu and Selen.

Saba/dooby is 100% dooby un-personing Nimi, it was a deliberate choice to cut contact. And since Saba basically doesn't collab without dooby ever, that means no more collabs with Nimi. She still mentions her and raided her stream not too long ago, but no collabs as long as dooby is present (which is always).

Dooby is under a Cover contract and it's almost certain that the affiliate deal does let management have control over which vtubers they can exclude from collabs. Mumei did say there were reasons she couldn't agree to the affiliate deal and Nimi announcing her marriage did specifically affect Dooby.
