I thought it was because they had to get special permissions and give polish every voice actor's buttocks (with special butt shine polish) to get permissions. So they go with the English VA because they don't really care if you play the game.

Chinese VAs don’t hold a candle to seiyuus (and gacha games have stacked rosters of them) plus they are so anime inspired that you should play them in JP. Plus not all gachas are Chinese. There’s also Japanese and Korean.
