The thing you have to remember about Cover is that they want to treat everyone fairly:

That means 60+ Holos will always demand that they finance their MVs all the time
Here's the thing: It will get unfair very quickly, since you have 3 types of Holos
1. Loves to release songs and can get big numbers: Suisei, Marine, Miko....
-> This gorup is very small.
2. Loves to release songs and get mediocre numbers at best: Lamy, Nene, Flare,...
3. Doesn't want to release songs that much: Botan, Ririka, Pekora
In a system where all MVs are free, everyone from group (1) and (2) will CONSTANTLY demand that Cover pays for new MVs. It doesn't matter if at least 80% of those will be losing money. AS MANY AS POSSIBLE. And why not? They are free.
Meanwhile, for group (3), even though they don't care to sing that much, they also know that it only takes 01 single MV going viral to boost their career by 10x or more, so everyone will still force themselves to release new MVs. Remember, it's free. All you have to spend is time (away from streamuing) to practice and record.
60+ Holos
Every single one of them demanding Cover to pay for new MVS constantly.
Oh wait, not just 60+ Hololive but also Holostars because they gotta be fair, right? And those fags got even worse numbers (by a factor of 10 or 20 or more). But still, free MVs for everyone!
With such a system, only the most popular Holos from group (1) above will benefit greatly.
And considering how expensive MVs are, especially if you want them to be 3D animated and not just slides, that shit is gonna cost multiples of HoloEarth. Talk about the stock price then, ha!
So, it has to be initiated and paid for by Holos themselves.
Holos themselves has to decide if that's a thing that is worth the money.
For certain Holos like Flare and Marine, it's simply a thing that they want to do for their fans. Marine eepecially got a kick out of having impressive animated MVs by anime studios that she herself loves.
And remember: Sometimes Cover do pay for projects that management want to push. Just look at the various MVs and 3D lives hosted on the official channels.
