It's not uncommon for a 4view to raid a 3view, but 4view into 2views are very rare and most of the time it's just friends for very special events.
But it's still far more common with indies than corpos. Corpos usually have policies for that kind of thing to try to limit actual leeches.
As for the second question, very common. Often the chuubas themselves have very niche tastes for the stuff they actually watch. Mint occasionally mentions some streamer channels she watches regularly and most of them are smaller than her.
What's most common though is big chuubas with close 2view friends. Not everyone's gonna make it big, and sometimes there's good reasons for why one friend gets big but the other gets stuck in 2view hell. (bad voice, too much dead air, not actually funny, etc.)
Then there's girls like ERB who don't actually care about any of that and will show up in any vtuber's karaoke no matter the size. I've absolutely seen ERB show up in the karaoke chat for 2views I've watched.
