Since ID2 debut (with Anya being one of the first affected by the first version) YouTube doesn’t really count the viewers that were on stream start right away.
Instead they first pass them through a “verification” (to weed out what they call “spam viewers”) and only then counts them towards the CCV.
Pic related has Anya’s debut. Back then they first verified EVERY viewer first and only then updated the counter.
These days they do it in batches, and that’s the reason
1) when the stream starts there is an immediate dip from the waiting room numbers
2) after that there is an almost linear incline for the first few minutes of the straam, that being the verification queue being released
