Not to mention you have to consider the current revenue split between Cover and the members. Would they just pay them a normal amount compared to Seiyuu? I don't think any member would accept that. The same 50/50 split? It's better than their superchat cut for sure, but it's unlikely Cover would allow that. You're underestimating the costs of actually running a gacha and providing constant updates, not to mention the opportunity cost of developing it.
Another thing to consider is that compared to a fresh IP entering the market, a gacha game would directly compete with superchat for fan's money. Only a small portion of fans just dump every cent they have and buy up every single thing. If Cover gets a larger share from a gacha for development, people spending money on it would indirectly give less money to the members.
