Cover doesn't because they're idolfags and spreading out too thin would make it harder to overmanage their girls, while smaller companies don't because they simply can't afford it or aren't famous enough for their vtubers to easily pay for themselves.
Anycolor aren't poor control-freaks and Nijisanji is known to anyone who's into vtubers on more than a surface level, so there's literally no reason for them not to do this.
For now, anyway. Unless the whole branch inclines hard, new hires might stop paying for themselves at like 20-30 vtubers.
